Task:	CVS service

CVS is used for a number of software projects in the Division, and
its use is expected to grow over time. In particular, it is proposed
that all DICE software be stored in CVS. 

There is a prototype CVS server at KB which is just about to 
enter service.

It probably doesn't matter which domain CVS servers are in.

We should support Kerberized access, possibly via GSS-SSH (so we can 
use single signon).
